Camp Royce-Finel

This short-term camp, formerly called Camp Cullaby, is named after two Silver Beaver recipients, in memory of John Royce of Seaside and John Finel of Astoria, long-time supporters of Scouting. It is located at the northeast end of Cullaby Lake in Warrenton, Oregon.

Royce Finel Policies and Procedures

Royce Finel has five primitive campsites, all have tables, approved fire rings and tarp shelters. (Tarp shelters take a 11.5 x 15.5 tarp ) A flagpole area and two double kybo’s. There is a Firebowl with four benches and a bulletin board.   No fresh tap water at this time, fresh water can be used out of the creek if boiled.

  • Maximum Occupancy: 50 people
  • Camping limited to weekend and 3 day weekends only.  No week long independent camping allowed.
  • Reservations must be made two weeks prior to use of Royce Finel, as the camp master must be notified in advance.
  • There is NO WATER – you can boil water from the creek or pack water in.

Units cannot drive into RF, they must hike the twenty minute trail to camp from the Carnahan parking lot or cross the lake in canoes or boat in.  Park the boat or canoes at the southern end of camp on the point. Leaders must have a current safety afloat and safe swim cards.

PARKING: Parking at Carnahan Park- Clatsop County has a parking fee of $5.00 per vehicle per day that goes into effect starting May 15 thru end of September.  No fees October 1st to May 15. There is a pay station at the entrance to park. Units can pay all at once for the time they stay. Be sure to write the dates of your stay on the receipt.

Also, each adult or scouter that has a vehicle left over night in the park must have a BSA Camp Royce Finel Form on their vehicle dash. This form does not exclude one from paying the park fee, it simply lets the Park Ranger or Sheriff know you are in the scout camp because Carnahan park is day use only. The Park Ranger does check this form. (Please lock all Vehicles)

Yes! There is fishing in the Lake.

SWIMMING – not allowed at camp. Troops wanting to swim can either drive, hike or boat to Cullaby Lake County park at the southwest end of the lake in the park.  There is a nice swimming area roped off. It is not supervised by the County therefore you must have a BSA Certified scout lifeguard with you and use buddy system.

Note: Your payed daily parking receipt is also good at Cullaby Lake county park.

FIRE BUCKETS:  Keep the fire buckets full of water next to each active open fire. Report any damage to fire buckets.  Do not use fire buckets as wood stands for chopping wood. Keep axes off fire buckets.

LEAVE NO TRACE: Please clean up after your selves. Extinguish all fires and take all trash with you out of camp. (If you see litter from previous campers, the public please pick up and carry out as a service project) Report vandalism to Council.

NEVER CUT live brush, shrubs or trees at Camp Royce Finel. This is a lease property that can and will be revoked if not abided by.  If the tree is down from wind storms , then its ok to cut up for firewood.

Camp Royce Finel is only one mile and a half from the Fort to Sea hiking trail to Fort Clatsop National Park at Sunset Beach off Hwy 101.

The camp is at a very low elevation and weather is usually very good all year with the exceptions of winter storms.
