Camp Roy D Rivers

Welcome to Camp Roy D. Rivers! This beautiful camp is almost 400 acres of rugged wilderness outside of Smithville, TX and is open year-round. The property is heavily forested with Post Oak, Pecan, water oak, elm, mesquite and eastern red cedar and is ideal for low impact camping, backpacking, Philmont shakedowns and Wilderness Survival Merit Badge training. Camping is primitive style, with no defined campsites, restrooms or drinking water and no on-site ranger. Campers must bring all supplies needed for their visit and practice Leave No Trace while camping (more information available at https://lnt.org/why/7-principles/). While onsite, campers can hike, camp, and fish in the small lake and observe the abundant wildlife. Regardless of Council affiliation, Scouts and approved non-Scout groups can camp on the property.

Please make sure to read the check in/out procedures and camp policies in the menu on the right side of the screen and keep an eye out for a reservation confirmation email (sent within 3 days of registration from no-reply@campingreservations.com).

Camp Regulations

  1. Camp Health and Safety
    1. All Scouting America Units and community organizations using Council camp resources are to comply with Scouting America policies as outlined in the Guide to Safe Scouting.
    2. Minor medical issues should be handled at the unit level. However, for any serious accident, illness, fire, lost person, severe weather or unauthorized visitors, please contact the ranger. If emergency services have been called, please make sure to inform the ranger of the need and location so they can promptly assist officials when they arrive.
    3. As per Scouting America policy, each unit should have a completed medical form for every individual coming to camp.
  2. Vehicles and Speed Limits:
    1. The camp speed limit at all camps is 10 MPH.
    2. Please ensure that all vehicles, including bikes, adhere to this speed limit for the safety of all campers.
    3. Riding outside of the appropriate vehicle seating, such as in truck beds or on trailers, is prohibited.
  3. Parking and Trailers
    1. Lost Pines: Each unit is allowed one vehicle at their campsite entrance. This vehicle is usually pulls a troop trailer, but units without trailers are still allowed a vehicle. Once parked at the campsite, this vehicle must not move for the duration of the campout. All other vehicles must remain in the main parking lot.
    2. Smilin V: All vehicles must remain in the main parking lot. It’s a good idea to bring wagons to haul gear.
    3. Tom Wooten: All vehicles must remain in the designated parking area. Vehicles may unload their gear in front of Austin campsite, but must then move them to the parking lot.
    4. Green Dickson, Alma McHenry, Griffith League, Roy D. Rivers. Vehicles are not allowed in the campsites, but may be parked at site entrances, along roads, or in designated parking areas where applicable.
    5. If unit needs consideration for a handicapped tagged vehicle, please contact the Ranger prior to the campout for assistance and accommodations.
    6. No tractors, mowers, Mules, Gators, Rhinos, 4-wheelers or ATV’s are approved for use on CAC camps outside of the Ranger or Campmasters.
    7. Only main camp roads are to be used for vehicular travel. Service roads are for Ranger, Campmaster or Council Staff use only.
  4. Hammocks:
    1. Hammocks are not allowed in camp. Please make alternative sleeping arrangements for your group.

    3. When the Camp is under a fire ban, campfires and ground cooking is prohibited. However, charcoal grilling is allowed in a raised and covered grill/container.
    4. Camp fires may only be built in designated fire rings. Ground fires are prohibited on all Council properties.
    5. All used charcoal must be disposed of properly. (buried, or placed in a trash bag and thrown away.
    6. Propane cooking is allowed for food preparation.
  5. Increment Weather
    1. In general, weather issues are handled as a unit.
    2. If severe weather comes in, please contact the ranger if they have not already contacted the unit. In certain cases, the ranger may move groups to covered areas during severe weather. 
  6. Bicycles
    1. Riding with a helmet on camp roads is permitted. No camp has established bike trails.
    2. Fireworks, Alcohol and/or Smoking
    3. Fireworks, alcohol and/or smoking/vaping are not permitted on the premises. Violators will be asked to leave site immediately
  7. Use of the Property for District or Council Events

Program Area Specific Regulations

  1. Fishing
    1. Fishing is available on several of the camps. No camp has fishing equipment for loan.
    2. All individuals fishing must comply with state fishing regulations.

  1. Check in Procedures: For All Camps without a Ranger present (includes Camp Alma McHenry, Green Dickson Scout Camp, Griffith League Scout Ranch and Camp Roy D Rivers
    1. Gate code will be emailed to your registration contact address before your trip.
    2. Upon arrival, please proceed to the campsite and leave the gate closed for the duration of the time you are at camp. Gate can be dummy locked (put the lock chain around the gate so it appears locked but is not actually locked) during your stay.
  2. Paper Work and Roster: For All Camps without a Ranger present (includes Camp Alma McHenry, Green Dickson Scout Camp, Griffith League Scout Ranch and Camp Roy D Rivers
    1. Please email a roster of all attendees (youth and adults) to Misty.morse@scouting.org before arriving onsite.
  3. Adult Requirements:
    1. All adult leaders must have current Youth Protection Training (YPT) on file and be registered with Scouting America*.  For more information on this point, please see https://www.scouting.org/health-and-safety/gss/gss01/
    2. * Cub Scout parents are allowed to camp with their youth without being registered. 
  4. Vehicle Access: For All Camps without a Ranger present (includes Camp Alma McHenry, Camp Green Dickson, Griffith League Scout Ranch and Camp Roy D Rivers). 
    1. Remember to be good stewards of the property. Keep vehicles on roads and in designated parking areas.
  5. Camp Weekend and Holiday Schedule:
    1. All camps open at 5:00pm Friday
    2. All Camps close no later than 12:00pm Sunday
    3. All camps are closed to camping on the following holiday weekends
      1. New Years
      2. Easter
      3. Memorial Day
      4. Labor Day
      5. Thanksgiving
      6. Christmas
    4. Camping Location: For All Camps without defined campsites (includes Camp Alma McHenry and Camp Roy D Rivers)
      1. Camp in open or mowed areas conducive to camping.
      2. There are no restroom facilities or potable water at the campground.
      3. Please stay within the camp boundaries at all times.
      4. Please follow Leave No Trace Camping principles while onsite.  More information about LNT Camping Principles can be found here.
Check Out Procedure Back to Top
  1. Close out Procedures: For All Camps without a Ranger present (includes Camp Alma McHenry, Green Dickson Scout Camp, Griffith League Scout Ranch and Camp Roy D Rivers)
    1. Remove all trash from campsite. Plan to transport your trash out of the camp – no camp has trash dumpers for weekend camper use.
    2. Make sure all personal camping items are removed. Capitol Area Council assumes no responsibility for lost or forgotten gear.
    3. Put out any fires. Firepit must be cool to the touch at the time of check out.
    4. Clean the units assigned restrooms (if applicable)
    5. Remove garbage and take with you for disposal. Do not leave for the Ranger or Campmaster to pick up. Please flip trash cans upside down.
    6. Flush toilets and plunge if necessary.
    7. Wipe down surfaces .
    8. Sweep and mop floors as necessary.
    9. Turn off lights.
    10. Notify Ranger of any issues.
    11. Please lock the gate upon departure.
