Camp Regulations

1. Camp Health and Safety
   1. All Scouting America Units and community organizations using Council camp resources are to comply with Scouting America policies as outlined in the Guide to Safe Scouting.
   2. Minor medical issues should be handled at the unit level. However, for any serious accident, illness, fire, lost person, severe weather or unauthorized visitors, please contact the ranger. If emergency services have been called, please make sure to inform the ranger of the need and location so they can promptly assist officials when they arrive.
   3. As per Scouting America policy, each unit should have a completed medical form for every individual coming to camp.
2. Vehicles and Speed Limits:
   1. The camp speed limit at all camps is 10 MPH.
   2. Please ensure that all vehicles, including bikes, adhere to this speed limit for the safety of all campers.
   3. Riding outside of the appropriate vehicle seating, such as in truck beds or on trailers, is prohibited.
3. Parking and Trailers
   1. Lost Pines: Each unit is allowed one vehicle at their campsite entrance. This vehicle is usually pulls a troop trailer, but units without trailers are still allowed a vehicle. Once parked at the campsite, this vehicle must not move for the duration of the campout. All other vehicles must remain in the main parking lot.
   2. Smilin V: All vehicles must remain in the main parking lot. It’s a good idea to bring wagons to haul gear.
   3. Tom Wooten: All vehicles must remain in the designated parking area. Vehicles may unload their gear in front of Austin campsite, but must then move them to the parking lot.
   4. Green Dickson, Alma McHenry, Griffith League, Roy D. Rivers. Vehicles are not allowed in the campsites, but may be parked at site entrances, along roads, or in designated parking areas where applicable.
   5. If unit needs consideration for a handicapped tagged vehicle, please contact the Ranger prior to the campout for assistance and accommodations.
   6. No tractors, mowers, Mules, Gators, Rhinos, 4-wheelers or ATV’s are approved for use on CAC camps outside of the Ranger or Campmasters.
   7. Only main camp roads are to be used for vehicular travel. Service roads are for Ranger, Campmaster or Council Staff use only.
4. Hammocks:
   1. Hammocks are not allowed in camp. Please make alternative sleeping arrangements for your group.

   2. When the Camp is under a fire ban, campfires and ground cooking is prohibited. However, charcoal grilling is allowed in a raised and covered grill/container.
   3. Camp fires may only be built in designated fire rings. Ground fires are prohibited on all Council properties.
   4. All used charcoal must be disposed of properly. (buried, or placed in a trash bag and thrown away.
   5. Propane cooking is allowed for food preparation.
6. Increment Weather
   1. In general, weather issues are handled as a unit.
   2. If severe weather comes in, please contact the ranger if they have not already contacted the unit. In certain cases, the ranger may move groups to covered areas during severe weather. 
7. Bicycles
   1. Riding with a helmet on camp roads is permitted. No camp has established bike trails.
8. Fireworks, Alcohol and/or Smoking
   1. Fireworks, alcohol and/or smoking/vaping are not permitted on the premises. Violators will be asked to leave site immediately
9. Use of the Property for District or Council Events

Program Area Specific Regulations

1. Shooting Sports
   1. All Shooting Sports activities require a reservation, paperwork (see b below) and pick up of equipment from the ranger (see c below)
      1. All units participating in Shoot Sports at a camp can see our Standard Operating Procedures at https://www.capitolareascouting.org/activities/shooting/
      2. If your group is registered to use any of the Shoot Sports Ranges listed below, the following requirements must be met:
         1. Cub Scout Archery
            1. Current Range Master Certification for Range Master overseeing the range.   Click here for more information.   
            2. Proof of this certification will be required at check-in with the ranger.
         2. Cub Scout BB
            1. Current Range Master Certification for Range Master overseeing the range.   Click here for more information.
            2. Proof of this certification will be required at check-in with the ranger.
         3. Cub Scout Slingshot
            1. Current Range Master Certification for Range Master overseeing the range.   Click here for more information.
            2. Proof of this certification will be required at check in with the ranger.
      3. Cub Scout Shooting Sports equipment check-in/check-out
         1. BBs and targets must be provided by the units
         2. All BB guns and archery equipment must be checkout out at Hagn Lodge no earlier than 15 minutes prior to your scheduled time slot
         3. All required certifications and a roster of participants shooting are due to the ranger at time of check-in
         4. Please ensure all targets are collected and properly disposed of after use.
         5. Equipment needs to be returned to Hagn no less than 15 minutes prior to the start of the next time slot.
   2. Aquatics – Pool
      1. If your group is registered to use the Pool, the following requirements must be met:
         1. You must have a Scouting America Safe Swim Defense certified individual present in the pool area. There must be at least 1 certified adult for every 10 people in the pool area. Proof of this certification will be required at check-in with the ranger.
         2. Current swim checks must be provided to the Ranger before the pool can be used. If a Red Cross or other Scouting America approved certified lifeguard is present with your troop, they may conduct swim checks for all swimmers prior to swimming. 
            1. All individuals entering the pool area must have a completed swim check on file.
      2. Pool Check in and out
         1. Certified individuals can get the combination to the Pool at the Ranger's Office on the day of the event.
         2. Submit certifications for individuals leading event and roster with Swim Check result to the ranger.
         3. Contact the ranger when the area is cleaned. Ranger or campmaster will inspect the area and after approved inspection, the group and instructors may depart the area.
   3. Aquatics – Waterfront
      1. If your group plans to use the lakefront for swimming or canoeing, the following guidelines must be followed:
         1. You must have 1 adult certified in Scouting America Safety Afloat for every 10 people in the water at all times while canoeing or swimming. Proof of this certification will be required at check-in with the ranger.
         2. If you plan to swim in the lake, Scouting America Safe Swim Defense must be completed, with 1 certified adult for every 10 people in the water.  Proof of this certification will be required at check-in with the ranger.
         3. Waterfront Check in and out
            1. Canoe paddles and Personal Flotation Devices (PFDs) are available in the Oar House. Please ensure they are returned neatly to their proper place when your activity is finished.
            2. The ranger or Campmaster will unlock the canoe rack and Oar House for your use prior to your time slot. Please lock them up after the gear is returned to where it belongs.
            3. Contact the ranger when the area is cleaned. Ranger or campmaster will inspect the area and after approved inspection, the group and instructors may depart the area.
   4. Fishing
      1. Fishing is available on several of the camps. No camp has fishing equipment for loan.
      2. All individuals fishing must comply with state fishing regulations.

1. Check in Procedures for Camp Tom Wooten

   1. Please notify the ranger of your expected arrival time.

   2. For Friday evening arrivals, please have the unit leader proceed to the Ranger's Office to check in. The office is the first building on the right when you enter the Lost Pines gate.

   3. For Saturday morning arrivals, please have the unit leader proceed to Hagn Lodge to check in. When you enter the Lost Pines gate, take your first left. Follow the road until you cross 2 bridges. The building at the end of circle drive is Hagn Lodge.

   4. Check in with the Ranger or Campmaster on duty.

   5. All vehicles not involved in check-in should proceed to the parking lot across the road from the bathhouse.

2. Paper Work and Roster: For All Camps with a Ranger present (includes Lost Pines Scout Reservation, Camp Tom Wooten and Smilin’ V)

   1. Have a current roster of all attendees (youth and adults) ready, including those not staying the entire weekend.

3. Adult Requirements:

   1. All adult leaders must have current Youth Protection Training (YPT) on file and be registered with Scouting America*.  For more information on this point, please see https://www.scouting.org/health-and-safety/gss/gss01/

   2. * Cub Scout parents are allowed to camp with their youth without being registered. 

4. Vehicle Access: For Camp Tom Wooten

   1. All vehicles must park in the parking lot across from the bathhouse. Packs staying in Austin or Berkman campsites may unload their gear near the campsite entrances before moving their vehicles to the parking lot.

   2. Contact the Ranger for handicap access

5. Camp Weekend and Holiday Schedules:

   1. All camps open at 5:00pm Friday

   2. All Camps close no later than 12:00pm Sunday

   3. All camps are closed to camping on the following holiday weekends

      1. New Years

      2. Easter

      3. Memorial Day

      4. Labor Day

      5. Thanksgiving

      6. Christmas

   4. Camping Location: For All Camps with defined campsites or camping areas (including Lost Pines Scout Reservation, Camp Tom Wooten, Smilin’ V Scout Ranch, Green Dickson Scout Camp and Griffith League Scout Ranch)

      1. Camp only in the assigned campsite.

      2. Please stay within the camp boundaries at all times.

1. Check-Out Procedures: For All Camps with a Ranger present (includes Lost Pines Scout Reservation, Camp Tom Wooten and Smilin’ V)
   1. Notify the Ranger or Campmaster on duty of your estimated Departure time during check in.
   2. Remove all trash from campsite. Plan to transport your trash out of the camp – only Lost Pines and Camp Tom Wooten have Dumpsters for weekend camper use.
   3. Make sure all personal camping items are removed. Capitol Area Council assumes no responsibility for lost or forgotten gear.
   4. Put out any fires. Firepit must be cool to the touch at the time of check out.
   5. Clean the assigned restrooms
      1. Remove garbage and take with you for disposal. Do not leave for the Ranger or Campmaster to pick up. Please flip trash can upside down.
      2. Flush toilets. Plunge if necessary.
      3. Wipe down surfaces.  Each bathhouse has a cleaning closet with supplies. Units will be given the code to the supply closet upon check in.
      4. Sweep or scrub with water and a deck brush and squeegee dry as necessary.
      5. Turn off lights.
      6. Notify Ranger or Campmaster of any issues.
   6. Please contact the ranger or campmaster and remain at the campsite for them to arrive for inspection. After the ranger or campmaster has inspected and approved the campsite and bathhouse, the unit is welcome to depart the camp.
